HB 328 moved very quickly (and quietly) through the House into the Senate, but the Senate rewrote it to effectively ban hemp in November. The differences between the two legislative bodies require a conference committee. The Senate adopted the Conference Report, so now it falls to the House for the next round of action. If the House agrees on the same version as the Senate, then the bill will move forward to the Governor's desk. The House is out of session until July 27, so no action is expected before then. As currently proposed, the law would limit hemp products to delta-9 and impose a 21+ age limit. The bill would also lower the allowable THC to 0.4mg per container as of November 12, 2026 in line with current federal law. The 21+ age limit woud go into effect July 15.
