Only D9 is permitted by state law currently. The state follows the Farm Bill for purposes of D9 (0.3% by dry weight).
The appropriate license for a beverage manufacturer is the handler-processor license, which permits hemp product handling and sales. The state guidance suggests that out-of-state entities performing marketing activities (sales) online must obtain a handler-processor license.

The state does not yet regulate finished hemp products. The marijuana labeling and packaging rules, for refernece, can be found at Mich. Admin Code R 420.504.
